Affordable Homes at The Postings, Kirkcaldy

Community Consultation

Welcome

Welcome to our consultation website, where you can find the latest information on proposals by award-winning housebuilder, Cruden, for an affordable housing development on the site of the former Postings Shopping Centre on Hunter Street in Kirkcaldy Town Centre.

Delivering much-needed new homes within the existing community will help to address Fife’s housing emergency, and we aim for this to be an exemplar development that Kirkcaldy and Fife will be proud of.

We are working in partnership with the registered social landlord, Kingdom Housing Association, who, alongside Fife Council, will own the homes as part of a long-standing partnership to deliver affordable housing across Fife.

Our website outlines how you can learn more about the proposed development and share your views as part of our Pre-Application Consultation (PAC) process, helping to inform the proposals prior to submitting a planning application to Fife Council.

A Proposal of Application Notice (PAN) (application reference: 25/01518/PAN) was submitted to Fife Council in May 2025, formally initiating the PAC process.

The PAC process includes the holding of two in-person public consultation events, with the second of these taking place on Tuesday 26th August 2025, between 3.30pm and 7.30pm at Kirkcaldy Galleries, War Memorial Gardens, Kirkcaldy KY1 1YG.

Comments on these proposals should be received no later than Wednesday 10th September 2025.

This event followed a first public consultation event held on Wednesday 18th June 2025. Feedback from the first and second event, and other stakeholder engagement, has helped to refine and develop our proposals further.

Your feedback is important to us and will be taken into consideration as we develop the scheme, helping to shape our proposals, prior to the submission of a planning application to Fife Council. We look forward to hearing from you.

Site Location

The site, measuring approximately 1.5 hectares, is situated at the heart of Kirkcaldy Town Centre, lying between Hunter Street and Hill Street.

To the south is Kirkcaldy bus station, to the east is Kirkcaldy High Street, and to the north and west, there are a series of residential and commercial properties.

It was previously the location of The Postings Shopping Centre, which was opened in 1981 and demolished and cleared in 2023 following several retail closures.

Our proposed residential development is highly accessible, offering the opportunity to access a range of transportation, employment, retail, and leisure options nearby, which enhances local foot traffic and promotes town centre living.

This is a highly sustainable development, adjacent to the bus station and in close proximity to Kirkcaldy Railway Station, thereby offering excellent public transport links.

The site is located within the Dysart and Kirkcaldy Settlement Boundary and is allocated as a Development Opportunity Site in the FIFEplan Local Development Plan (The Postings and Former TA Site – KDY 033). It is situated within the Core Retail Area and Town Centre of Kirkcaldy.

Proposed Development

Our proposals for the former Postings Shopping Centre aim to transform the current brownfield, derelict site into an exemplary, modern, and attractive residential development at the heart of Kirkcaldy, supporting the regeneration of the wider town centre.

Design proposals include a mix of affordable housing tenures, including properties for individuals aged over 55. These are likely to include a mix of one-, two-, and three-bedroom units, including colonies.

These high-quality, energy-efficient homes will be owned by Kingdom Housing Association, alongside Fife Council, as part of a long-standing partnership to deliver much-needed affordable housing across Fife.

Creating a new, affordable, residential-led hub at the heart of Kirkcaldy Town Centre will promote the delivery of a 20-minute neighbourhood, ensuring the development becomes a vital and integral part of the city centre environment and encourages greater connectivity to the surrounding area, including the High Street.

These strong pedestrian connections will sit alongside sensitive landscaping, community spaces, and open green areas, linking to a central public space.

Greater footfall within the town centre arising from the development will generate increased spending on local businesses and other amenities, significantly boosting the local economy and supporting the continuing regeneration of the area.

Have Your Say

Our Pre-Application Consultation (PAC) process provides an opportunity for you to offer valuable feedback and suggestions on our proposals, enabling us to consider your comments and further develop them before submitting a planning application to Fife Council. This input is crucial in ensuring that the development meets the needs of both future occupants and the local community.

As part of this process, a second and final public consultation was held on Tuesday 26th August 2025, between 3.30pm and 7.30pm at Kirkcaldy Galleries, War Memorial Gardens, Kirkcaldy KY1 1YG.

The feedback for this second public consultation event has now closed.

Our second public consultation event displayed updated development proposals following an initial public consultation event held on Wednesday 18th June 2025.

Comments submitted at this stage do not constitute representations to Fife Council. There will be an opportunity to make representations to the Council following the formal submission of any future planning application.

We will analyse the feedback received during this process and share it with Fife Council as part of a PAC report. This report will accompany the planning application and confirm the community consultation that has taken place. It will also outline how any feedback received has been taken into consideration in the final proposals.

This community consultation activity is being carried out by Orbit Communications (PR and Public Affairs) Ltd on behalf of Cruden Partnerships Ltd.

Next Steps

Subject to this consultation process and further discussions with Fife Council and other stakeholders, it is proposed to submit a planning application in Q3/Q4 2025.

This planning application will include supporting information that covers a variety of topics, including design, built heritage, townscape, sustainability, biodiversity, transport, ecology, flooding, drainage, ground conditions and noise. Additionally, as noted previously, a PAC report will accompany the application.

We will keep this website updated as the development evolves, considering continuing interest and feedback.
